ITEP Grant

July 2021: The Village of Shabbona was awarded $1,337,450 ITEP grant for the downtown streetscape improvements, increased parking, ADA accessibility, improved pedestrian crossings, and aesthetics and landscaping. This grant is funded with Federal grant dollars through the Illinois Transportation Enhancement Project. Also, congratulations to the Shabbona Pathway for receiving an ITEP grant of $440,000 for Pathway Phase II.

  • Fall 2022: Required ADA sidewalk improvements done at all crosswalks.
  • IDOT bid letting for the project is August 4, 2023.
  • Downtown Streetscape improvements construction beginning April 2024

The Grant Committee for the Village of Shabbona has been exploring the potential of applying for an ITEP (Illinois Department of Transportation Enhancement Program) Grant.  The goal is to enhance the visual perspective of what Shabbona looks like to visitors and residents and encourage visitors to visit and shop downtown.  Over 400,000 people visit Shabbona Lake State Park annually and a survey revealed that 78% of them were not aware of the services and shops offered in our downtown.  Our village also sees an extensive amount of traffic on Route 30.

The Grant Committee and the Village Board of Trustees have reviewed a proposal from Fehr-Graham Engineering and Environmental for professional engineering services for conceptual plans and renderings.  Fehr-Graham are also experienced with doing ITEP and other grant applications, most recently they worked with the Village of Durand IL who were awarded a federal grant money in 2018 towards rejuvenation of their downtown business district.

  • April 2019: the Grant Committee will move forward with Phase I to explore feasibility of project working with Fehr-Graham. Committee will be reaching out to business owners and residents to get input and volunteers to be involved in the planning for Phase I.
  • August 2019: the Village Board approved proceeding towards applying for ITEP Grant. Two public meetings are scheduled to be held: Thursday, September 19th and Monday, September 23—both will be held at 6pm at Village Hall. Concept drawings are posted below and are also available for review at the Village Office during office hours. 
  • September 19 & 23: Thank you to all the residents who attended the public meetings! Your comments and suggestions were appreciated and noted.
  • December 2019: the Grant Committee met with Fehr Graham for review of concept plan and updates being made.
  • October 2020: Engineering continued this year as part of preparation of ITEP grant application. A public meeting will be held at 6:30pm on October 15—due to COVID-19 meeting capacity restrictions, the in person attendance for this meeting can only be a maximum of 25 people. Due to that the meeting will be hybrid—Zoom remote meeting link and conference call information will be posted at the top of this website on October 12, 2020. 
  • November 2020: Applied for ITEP Grant for Downtown Streetscape
  • July 2021: Awarded $1,337,450 ITEP Grant for Downtown Streetscape: Streetscape improvements will include sidewalks, crosswalks, traffic calmers, planters, seating, lighting, and Village parking lots
  • Fall 2022: Required ADA sidewalk improvements done at all crosswalks.
